José Manuel Barroso, president of the European Commission, made clear yesterday that the EU sees the UN process as final: “I believe this has to remain the basis for setting - and achieving - binding, measurable and enforceable targets.”
Mr Bush’s detractors must also ponder whether a Democratic president would have attempted to forge a process that could be differentiated from the Kyoto protocol. Nancy Pelosi, Speaker of the House, told the Financial Times that even a Democratic president would have difficulty persuading the US Congress and public to agree to Kyoto, which has become a dirty word. Wird es Präsident Bush gelingen, die Kyoto Parteien zu spalten? Die Antwort auf diese Frage ist bereits gefallen: dazu braucht man nur nach Japan oder Kanada zu blicken.
Aber Bushs G8 Strategie wird vermutlich sehr viel weitreichendere und radikale Veränderungen selbst im Herzen Europas hervorrufen. Sein Klimaplan hat tiefe Risse innerhalb von Europa offenbart und die EU gespalten - in einen traditionell-grünen und in einen marktwirtschaftlich-pragmatischen Flügel.
So wie es aussieht, wird der G8 Gipfel zum Symbol eines gescheiterten grünen Konsensus in Europa. Globalisierung und das Erstarken der asiatischen Supermächte erlauben es einem im internationalen Vergleich schwächer werdenen Europa nicht mehr, grüne Luftschlösser in die Welt zu setzten, die weder politisch noch wirtschaftlich überlebensfähig sind.
Wer diese bitte Pille nicht schlucken will, dem sei Nancy Pelosis Warnung in der heutigen Financial Times zur Lektüre empfohlen. Europa, so warnt Pelosi, sollte alle Illusionen fahren lassen, ein demokratischer Präsident würde in Sachen internationaler Klimapolitik Europas unilaterale Positionen unterstützen.
Mit einer simplen Umbenennung des Kyoto-Prozesses ist es nämlich nicht mehr getan. Das hat auch Tony Blair klar erkannt: ohne die Einbindung Chinas in ein künftiges Klimaabkommen geht in den USA nichts mehr - ganz egal wie der nächste amerikanische Präsident heissen sollte:
