The Government this week announced plans to dismantle some of the key planning policies put in place in England in the late 1990s to reduce car trips, in a move aimed at fostering economic development.
Draft guidance published by the Department for Communities and Local Government will, once finalised, cancel the maximum car parking standards for new development contained in Planning Policy Statement 13: Transport published in 2001. More generally, the new guidance instructs regional planning bodies and local planning authorities to plan “positively and proactively” to encourage the development of ports, airports and inter-modal freight terminals, as well as retailing, leisure and office developments in town centres “and elsewhere”.
