Ein UN-Menschenrechtsexperte hat den palästinensischen Terrorismus in einem Bericht als «unvermeidbare Folge» der israelischen Besatzung bezeichnet. Der im Auftrag des Uno-Menschenrechtsrats erstellte Report des südafrikanischen Anwalts John Dugard soll im März offiziell vorgelegt werden.
