Equal share of CO2 for everyone
Sir, The concentration of CO2 in the atmosphere is rising faster than ever because CO2 emissions from human activity are increasing, and natural carbon sinks are starting to fail. This situation won’t be changed by further debate about implementing the Kyoto Protocol, or piecemeal cuts in carbon emissions that have no scientific rationale, such as the UK’s proposed 60 per cent cut by 2050.
The world urgently needs a rational, science-based strategy that can avoid dangerous rates of climate change. Such a plan has been on the table for more than ten years. Called Contraction and Convergence (C&C), it was proposed by Aubrey Meyer, of the Global Commons Institute. It has attracted widespread support, and been recommended by the Royal Commission on Environmental Pollution, the Royal Institute of British Architects and the All Party Parliamentary Climate Change Group.
C&C gives everyone the right to an equal share of the limited amount of CO2 that human activity can emit, subject to a ceiling set by science for a safe concentration of CO2 in the atmosphere. It then reduces global CO2 emissions over a predetermined period to equal shares per person.
Financial incentives to cut emissions will be created by an international market that enables people in underemitting (ie mainly poor) countries to sell unused carbon credits to people in overemitting countries. In this way C&C orchestrates a disciplined global shift away from our addiction to carbon, which can save the planet from runaway climate change, and also make poverty history.
If Live Earth concerts are to achieve lasting impact, they need a coherent agenda. We therefore urge the musicians that take the stage on July 7 to use their influence to ask the world to unite around C&C. It’s our best hope of preventing a global warming holocaust, economic meltdown and millions of unnecessary deaths.
